Paul Morris Executive Director, Utah Telecommunication Open Infrastructure Agency (UTOPIA)

Paul T. Morris is Executive Director of the Utah Telecommunication Open Infrastructure Agency (UTOPIA), a governmental entity created by 14 Utah cities to study to build an open wholesale fiber optic network to all homes and businesses within the member cities. He has served as the City Attorney for West Valley City, Utah, since 1983. He is currently serving as Chair of the Utah League of Cities and Towns Telecommunications Task Force. He is a graduate of Brigham Young University, receiving a Bachelor of Science degree in Business Management in 1979, and a law degree in 1982. He received a Masters of Public Administration degree from the University of Utah in 1991. Paul is a past president of the Utah Municipal Attorneys Association. The BYU/J. Reuben Clark Law School’s Government and Politics Legal Society presented him with the “State and Local Government Award” in 1996, and the Utah League of Cities and Towns designated him as “Utah’s Municipal Official of 1998.” Paul is a member of both the Utah bar and the California bar. He is also a member of NATOA, the National Association of Telecommunications Officers and Advisors.
